Why can't the USB port on my BenQ monitor supply power to charge my mobile phone or external USB devices?

This is part of product design. You need to use a USB upstream cable (USB-B to USB-A) or a USB-C cable to connect the monitor and a PC/laptop, and then the monitor will supply power for USB devices.
