Why is the touch not working when connecting touch USB cable to HDMI 1 under VGA?

If the signal input is under HDMI 1, please connect the USB touch cable to TOUCH-USB1.
If the signal input is under HDMI 2, please connect the USB touch cable to TOUCH-USB2.
If the signal input is under HDMI 3, please connect the USB touch cable to TOUCH-USB3.
