If resolution scaling is applied to all displays simultaneously and cannot be adjusted individually, how can I resolve this?

Linux GNOME uses global scaling by default. If you want to adjust the scale individually for each display, you must modify the settings manually.

Setting path: Settings > Displays > Scale. Enable per-display scaling, then individual scaling options will be available.
